This tower was built by Veterans Conservation Corps. At the time it was called a combination shelter house/observation tower "built to simulate a lighthouse." The surrounding area is closed to recreational use from October 1 to January 15 each year to minimize disturbance to migratory waterfowl.

Accessible by paved road from U.S. 26 or NE 71, Lake Minatare is 6 miles east and 8 miles north of Scottsbluff in the historic North Platte River Valley.
