If you look closely at this 1926 image, you will see a man working on the installation of windows in the lantern room of the Harbor of Refuge Lighthouse. On the deck of the lighthouse are two men with an extension ladder working on the installation of the third story windows. Barely visible on the far left is another man looking out and down from the third floor window. The lighthouse was close to completion when this photo was taken.
